Sam Samuel Omwa

Samuel S. Omwa is a distinguished Ugandan expert in Monitoring and Evaluation (M&E) and Development Management with nearly two decades of experience in public sector policy and program implementation. He currently serves as the Senior Planner at the National Planning Authority. He has previously held influential roles, including Director of Monitoring and Evaluation at the National Population Council Uganda, Business Development and Innovation Manager at the Uganda Coffee Development Authority, and Senior Policy Analyst at the Local Government Finance Commission, among others. His leadership has significantly contributed to initiatives such as Uganda’s first National Population Data Bank, launched in 2024 to improve data-driven decision-making.

Samuel holds a Master’s degree in Development Evaluation and Management from the University of Antwerp and an MBA from the University of the People. His professional strengths include strategic planning, performance management, and research-based policy formulation.
